PDF Text Color Contrast Insufficient

Text in your PDF document is too faint to read clearly. People with low vision or color blindness cannot access this content. Under the ADA Title II rule, government PDFs must meet the same accessibility standards as websites.

Who Is Affected

Low vision users, users with color blindness (affects approximately 8% of men), older adults with reduced contrast sensitivity, and anyone viewing PDFs on mobile devices or in bright light conditions.

What This Means

PDF text requires sufficient contrast against its background for accessibility. The same contrast standards that apply to websites also apply to PDF documents — normal-sized text must have a contrast ratio of at least 4.5:1, while large text (18pt or 14pt bold) requires 3:1.

Common problems include light gray text on white backgrounds, colored text on colored backgrounds, text overlaid on background images, and decorative text effects that reduce readability. These issues often occur when PDFs are created from presentations, marketing materials, or documents designed primarily for print.

Fix: Document

The remediation approach depends on whether you have the source document or only the final PDF:

If You Have the Source Document

  1. Open the original Word document, PowerPoint presentation, or design file.
  2. Identify all text elements that fail contrast requirements.
  3. Use the WebAIM Contrast Checker to test current color combinations.
  4. Adjust text colors to meet minimum ratios:
    • Normal text: 4.5:1 contrast ratio
    • Large text (18pt+ or 14pt+ bold): 3:1 contrast ratio
  5. For text over background images, add a solid background behind the text or use a semi-transparent overlay.
  6. Re-export to PDF and verify accessibility using Adobe Acrobat's built-in checker.

If You Only Have the PDF

  1. Open the PDF in Adobe Acrobat Pro (required for accessibility editing).
  2. Go to Tools → Accessibility → Touch Up Reading Order.
  3. For text elements with poor contrast:
    • Right-click the text block and select "Edit Text Properties"
    • Adjust the text color to meet contrast requirements
    • If the background color needs changing, use the "Edit PDF" tool
  4. For complex layouts with background images, consider adding background shapes behind text.
  5. Run the Accessibility Checker again to verify fixes.

When Full Remediation Isn't Possible

If the PDF cannot be effectively remediated due to complex design elements:

  1. Provide an alternative HTML version of the content on your website.
  2. Offer the information in a properly formatted Word document.
  3. Create a plain text version that captures all essential information.
  4. Include a note on the PDF download page directing users to accessible alternatives.
