Form fields in your PDF don't follow a logical order when people press Tab to move between them. Keyboard users, including people with mobility disabilities who can't use a mouse, get confused and may abandon the form. Under the ADA Title II rule, PDF forms must be keyboard accessible.

Who Is Affected

People who navigate using only a keyboard (including those with mobility disabilities, some blind users, and users with motor control difficulties), users of assistive technology like screen readers, and anyone who prefers keyboard navigation for efficiency.

What This Means

When someone presses Tab in a PDF form, the cursor should move through form fields in a logical, predictable order — typically left to right, top to bottom, following the visual layout. If the tab order is incorrect, users may jump randomly around the form, skip required fields, or become disoriented about which field they're currently filling out.

This commonly happens when form fields were created out of sequence, when the PDF was converted from another format without preserving logical structure, or when fields were copied and pasted without resetting their tab order properties.

Method 1: Automatic Tab Order (Recommended for simple forms)

  1. Open the PDF in Adobe Acrobat Pro.
  2. Go to Tools → Accessibility → Set Tab Order.
  3. Select Use Document Structure if your PDF has proper heading and paragraph tags.
  4. If document structure is poor, select Use Row Order for forms that read left-to-right, top-to-bottom.
  5. Click Set Tab Order to apply.
  6. Test by pressing Tab to navigate through the form and verify the order is logical.

Method 2: Manual Tab Order (For complex layouts)

  1. Open the PDF in Adobe Acrobat Pro.
  2. Right-click on the first form field and select Properties.
  3. Click the General tab and note the Name field.
  4. Go to Tools → Accessibility → Touch Up Reading Order.
  5. Click Show Order Panel to see the current tab sequence.
  6. Drag fields in the Order panel to arrange them in the correct sequence.
  7. Alternatively, right-click each form field, select Properties → General, and manually set the Tab Order number (1 for first field, 2 for second, etc.).

Method 3: Page-Level Tab Order Settings

  1. In Adobe Acrobat Pro, right-click on a page thumbnail in the Pages panel.
  2. Select Page Properties.
  3. Click the Tab Order tab.
  4. Choose Use Document Structure or Use Row Order based on your form layout.
  5. Click OK and repeat for all pages with forms.

Testing Your Fix:

  1. Press Ctrl+Tab or Tab to navigate through all form fields.
  2. Verify the cursor moves in reading order (left-to-right, top-to-bottom).
  3. Check that required fields aren't skipped in the sequence.
  4. Test with a screen reader if available to ensure the order makes sense when announced.
