WCAG 2.4.2 — Page Titled — Page Title is Duplicate

Multiple pages on your website have identical titles that appear in browser tabs and search results. Screen reader users cannot distinguish between these pages when navigating, creating confusion and legal compliance issues under ADA Title II.

Who Is Affected

Screen reader users who rely on page titles to understand where they are on a website, users with cognitive disabilities who need clear page identification, and anyone using browser bookmarks or tab navigation to move between multiple pages.

What This Means

Every web page needs a unique title that appears in the browser tab and describes what's on that specific page. When multiple pages share the same title (like "Home" or "City Services"), users cannot tell them apart when:

  • Browsing with multiple tabs open
  • Using browser history or bookmarks
  • Navigating with a screen reader's page list
  • Reviewing search engine results

This is especially problematic on government sites where citizens need to distinguish between similar services, departments, or form pages.

Fix: Content Editor

For pages with duplicate titles, you'll need to make each one unique and descriptive:

  1. Identify which pages share the same title by checking your CMS page list or site audit results.
  2. Open each duplicate page in your content editor.
  3. Update the page title to be specific and descriptive:
    • Instead of: "Services" (used on multiple pages)
    • Use: "Parks and Recreation Services", "Public Works Services", "Building Permit Services"
  4. Follow this pattern: Department/Topic + Page Type or Function
    • Forms: "Business License Application"
    • Info pages: "Snow Removal Schedule"
    • Contact pages: "Planning Department Contact"

In Joomla: Go to Content → Articles → Select article → Update the "Title" field.

In WordPress: Go to Pages/Posts → Select page → Update the title at the top of the editor.

Fix: CMS / Theme

If your CMS is auto-generating duplicate titles, you may need template adjustments:

  1. Check your page template to see if titles are being pulled from a limited field set.
  2. For category or archive pages, ensure the template includes the category name in the title.
  3. For dynamic pages (search results, user profiles), make sure unique identifiers are included.
  4. Review URL structure — pages with similar URLs often have similar title problems.

WordPress users: Consider plugins like Yoast SEO or RankMath that help manage unique titles automatically.

Joomla users: Check if your template's page title settings in System → Global Configuration → Site allow for proper customization.
